Warped At An Early Age

This politician was warped at a very early age and not much has changed since then. As the story goes, one of his young friends would pretend to beat him up and leave him crumpled at the curb. When cars would stop to see what was wrong, this prankster would jump up and yell, "Surprise!". It was so much fun they'd do it over and over and over again.
